-This is not the first time appointees of President Muhammadu Buhari were declining his call to service.
-In February, a staunch supporter of the president, Hajiya Najatu Mohammed, declined her appointment as the chair of the Governing Council of the Federal University, Dutse, because she was not consulted before the appointment.
One of the vice chancellors appointed at the time, Prof. Auwalu Yadudu, later silently refused his post as vice chancellor of the Federal University, Birnin Kebbi, based on the controversial legality of the sack of the sitting vice chancellors.

(1) Recent media reports circulating has it that President Buhari has not been in good terms with Atiku Abubakar -who is believed to be Usman Bugaje’s political godfather – analysts think that his decision to decline the appointment may be in connection to this fact.
(2) Another source that pleaded anonymity confide to KATSINA POST that he -Usman Bugaje wanted to be a minister from Katsina State when he lost the gubernatorial ticket of APC to the incumbent Alhaji Aminu Bello Masari but was not picked by President Buhari who rather opted for Senator Hadi Sirika from Daura. Our source also said that since then, Bugaje is not happy and that is actually why he is not been seen around the government both at the state and the Federal level.
(3) The fact that he is a politician with ambition to become Katsina State governor -an ambition he nurtured since 2007 when he contested against Ibrahim Shema on the platform of the defunct ACN. So once he is out of the country it means that he’s out of the equation.
So, basically it could be said that he is really afraid of losing his steam politically, another source explained to KATSINA POST.
(4) Last but not the least, another reason which may have fronted his refusal to accept the nomination is lack of consultation prior to the appointment.
